The word comes from the French frotter, meaning to rub, which is about as descriptive as sexual terminology ever gets.
Frotting, Frottage, and Dry Humping
These get used interchangeably and they are not quite the same.
Frottage is the broader term for rubbing your body against a partner for pleasure, clothed or not, genitals involved or not.
Frotting is the specific version: genitals directly against genitals, usually skin to skin.
Dry humping generally means clothes stay on. It is frottage with denim.

That includes herpes, HPV, syphilis, and molluscum contagiosum, none of which need fluid exchange or penetration to move between people. Genital warts and herpes sores are not always visible, and transmission can happen without any symptoms present.
Fluid-borne infections are a smaller but real concern, since pre-ejaculate and semen are in play. Gonorrhea and chlamydia can transmit if fluid reaches the urethra. HIV risk is very low for frotting compared with penetrative sex, though not mathematically zero if there is broken skin involved.
What actually helps: regular testing, honest conversations about status, vaccination against HPV, and PrEP if HIV is a concern for you. A condom on one or both of you cuts fluid contact substantially if you want that layer, and washing afterwards is sensible rather than paranoid.
None of this is a reason to avoid frotting. It is a reason to know what you are choosing, which is the whole basis of good sexual decision-making.
